Chain of Responsibility for Consignees
About this course
This course includes both the Chain of Responsibility Introduction module and the Chain of Responsibility for Consignees module. As part of the Heavy Vehicle National Law (HVNL), people need to be aware of the role or roles they play in the Chain of Responsibility and be educated on their responsibilities as defined in the HVNL. This course teaches the laws and principles of the Chain of Responsibility, the different roles which have been named as parties of the Chain of Responsibility, the five target areas that the laws have focused on to improve safety, and in-depth knowledge and understanding of the tasks and responsibilities consignees have within the Chain of Responsibility. You will also learn why the Chain of Responsibility exists, why off-road parties can be held accountable for offences that happen on the road, the skills to identify CoR breaches in a range of scenarios, both relating to their role directly and in broader situations, the control methods which should be in place relating to their role and how to apply and recognise the functions of the control methods. Learning Outcomes - understand the definition of your role under HVNL - understand what tasks classify you as a consignee under HVNL - explain where your role fits in the Supply Chain - explain the responsibilities of your role - explain the CoR safety target areas you influence - understand the safety management systems around CoR target areas - understand how to report breaches of the HVNL.
